QHSES Manager
As we gear up to build our (and Europe’s) first Sustainable Aviation Fuel (SAF) facility in Delfzijl, we’re entering an exciting phase of growth and are hiring an experienced QHSES Manager to join our DSL-01 project team.

About the role
This is a unique opportunity to build the operational QHSES organisation for DSL-01 and ensure that all required QHSES processes, procedures, systems and tools are fully implemented before operations start.
This role is critical to safeguard quality, compliance, safety, environmental and social standards, fully aligned with the company’s ambition for safe and sustainable operations.
A key focus in the coming phase is to:
- Implement a robust QHSES Integrated Management System
- Prepare and lead the organization to pass the yearly BRZO inspections
- Achieve required ISO certifications
- Support REACH registration
- Manage environmental change permits
- Ensure full regulatory compliance
- Prepare the site for operational readiness
The QHSES Manager will supervise and initiate environmental permitting changes to existing permits and manage applications for new change permits. A significant effort is required in the pre-operational phase to design, build and implement the full QHSES Integrated Management System, including all required processes and documentation.
Development of the Integrated Management System must move into full execution, and the change permitting process must be fully controlled and professionally managed.
Without dedicated QHSES leadership, permitting, compliance and certification processes could be delayed. Filling this role ensures timely implementation, regulatory alignment and risk mitigation.
Your responsibilities
- Oversee implementation of corporate (Q)HSE requirements at the production site
- Ensure compliance with company and regulatory HSE standards
- Ensure adherence to environmental permit and change permit processes
- Supervise and manage environmental permitting changes
- Initiate and lead incident investigations in severe impact cases
- Act as liaison to external authorities
- Serve as link between Corporate HSE office, on-site HSE team and Site Director

Your profile
You enjoy building structures from scratch. You are able to set the direction on the horizon and work towards it with a hands-on attitude. You maintain overview across all activities while driving implementation in a structured and pragmatic way.
- Bachelor’s degree in Occupational Health & Safety, Industrial Safety or related field (Master’s preferred)
- 10+ years of experience in health and safety leadership
- At least 5 years in major hazard / SEVESO sites
- Strong understanding of EU occupational safety regulations and SEVESO requirements
- Experience with ISO 9001, 14001, 45001 and VBS (SEVESO)
- Experience with environmental permitting and change permit processes
- Risk-based approach to safety and compliance
- Knowledge of “work as done” principles
- Safety professional certification (e.g. NEBOSH, HVK, MoSHE) or willingness to obtain
